Preston Tulay
Preston M. Tulay joined MCAEL in August 2025 as a Program Assistant to support MCAEL’s online education and training programs. Preston is an experienced IT Specialist, educator, and international development professional with over 15 years of service across the United States, Ghana, Liberia, and Timor-Leste. He has led curriculum innovation, ICT training, ESOL education, and digital infrastructure initiatives for organizations such as CASA Maryland, RTI International, the Peace Corps, and the United Nations. Preston is a graduate of Howard University (HU! YOU KNOW!!) and holds a master’s degree in applied computer system management. He is deeply committed to empowering communities through education, technology, and capacity-building.
Preston is a “family first” person and an outdoor addict (run, walk, hike). When not working to advance MCAEL’s mission, Preston can be found pounding his feet and loving nature on any of the many running/hiking trails in the District of Columbia, Maryland, and Virginia (DMV).
